Lead Paint Removal in Petaluma

Petaluma is in Sonoma County, not Marin, so the county health resources differ from Novato’s. Novato Lead Paint Removal brings lead paint testing, removal, abatement and encapsulation to Petaluma houses and apartments built before 1978, with California’s Title 17 and the EPA renovation rule applying exactly as they do anywhere in the state.

Petaluma has more very old homes in proportion than Novato but fewer built before 1980 overall. ACS data for 2020-2024 put 52.2% of the housing before 1980, 21.1% before 1960 and 14.4% before 1950, and about 2,700 homes date to 1939 or earlier. Houses make up 76% of the stock and renters 35.5% of households.

Lead paint services

Pre-1950 houses

Roughly 3,600 Petaluma homes were built before 1950, the group whose siding, porch parts and window casings can carry several coats. A test shows which of them hold lead before anyone sands or burns. The exterior page covers methods.

Postwar and 1970s houses

Another 9,500 or so were built from the 1950s through the 1970s, and the 1970-79 count includes 1978-79, so a late-1970s house needs its build year confirmed. Remodels of that stock are covered under lead-safe renovation and remodeling.

Inspection and testing

A certified inspector or assessor handles paid evaluations here as anywhere in California, and each report goes onto Form 8552. Our page on lead paint inspection and testing lays out the types of evaluation.

Windows and doors

Original wood windows and doors wear their paint with every use. Replacement is EPA renovation whatever its size; restoration is the other route. Our page on lead paint window and door work compares them.

Encapsulation

Paint that is still sound can sometimes be sealed or covered instead of stripped. Whether that counts as abatement depends on California’s 20-year line; lead paint encapsulation explains where it falls.

Sonoma County, not Marin

Sonoma County Environmental Health runs a childhood lead poisoning prevention program and names old, chipping house paint as the biggest source of lead exposure for children. Its number is (800) 427-8982. Ask the county about current programs and eligibility.

Marin facts on our Novato pages do not carry over. Novato and San Rafael are in Marin County; Petaluma follows Sonoma County resources.

Older districts and permits

City pages describe locally designated historic districts near downtown. Ask Petaluma planning staff about the boundaries and rules for those districts. If a house might lie in one, check with them before replacing windows, doors or siding, or changing exterior paint, since a lead test and a historic review are separate questions.

A repaint can need no permit and still be covered

When prep scrapes or sands painted surfaces in a pre-1978 house, the EPA rule applies whether or not a permit is needed. Barriers and cleanup go with it.

Test before the permit is filed

Plaster, trim and siding on a pre-1950 house can carry several coats. Sampling the surfaces a project will touch before filing puts the lead plan into the schedule from the start.

Sequence for an older Petaluma house

Start with the build year, then find out whether the property sits in a historic district. A certified inspector samples what the project will touch, permits get filed, and the report decides between removal, sealing and lead-safe work. Abatement adds Form 8551, delivered and posted five or more days ahead, and a clearance at the end.

If the property has a rental unit at the back, the disclosure and the renovation rule reach the tenant’s space too.

Frequently asked questions

Does Petaluma have its own lead paint law?

No Petaluma ordinance on lead paint came up in our research. The state’s Title 17, State Housing Law and the federal EPA rules govern, and Sonoma County’s childhood lead program is the county contact.

Does Petaluma use Marin County’s lead program?

No. Petaluma is in Sonoma County, so the program is Sonoma County Environmental Health’s, at (800) 427-8982.

Who tests a Petaluma home for lead?

In Petaluma, as elsewhere in California, inspection and risk assessment need a certified Inspector/Assessor. CDPH publishes the certificate lists. Clearance alone may go to a Project Monitor, and do-it-yourself samples at home never substitute for a certified report.

Do I get time to test lead before buying a Petaluma house?

Ten days under federal rules, which the two sides can change only by written agreement. In California the testing itself must be done by a certified Inspector/Assessor.

Do you work in Petaluma as well as Novato?

Roughly 13 road miles from Novato. Tell us the address and we will say whether the job is within reach.

The San Rafael page is the next stop: Marin’s oldest city, with a historic survey and a larger renter population.
