Before you open a wall, repaint trim or sign a purchase contract on a pre-1978 Novato house, find out what the paint contains. Novato Lead Paint Removal lines up lead paint inspection and testing for owners, buyers and landlords. California bars uncertified people from performing paid evaluations, and whoever tests a building may not go on to abate it.

Repairs under the EPA renovation rule can start without a test, because untested pre-1978 paint is presumed to hold lead. Still, 64.5% of Novato homes predate 1980 (ACS 2020-2024) and the 1970s are the biggest building decade, so a sample result takes the guesswork out. Testing is arranged across Novato and nearby North Bay cities, including San Rafael and Petaluma.

Types of lead evaluation

Lead-based paint inspection

An inspection answers a single question: where is the lead-based paint? Each painted component is checked against California’s threshold, 1.0 milligram per square centimeter or 0.5% lead by weight. You receive a list of components, so a job touching two rooms need not treat the whole house as contaminated.

Risk assessment

Risk assessments describe danger today rather than where lead sits. Expect the assessor to log flaking paint, wipe floors and sills for dust, and sample exposed soil, because Title 17 names dust and soil as hazards on their own. It makes the most sense where a toddler lives, or when a landlord must decide which unit to fix first.

Clearance after the work

Finishing a permanent abatement means passing an inspection. A certified Inspector/Assessor, or a Project Monitor, looks over the site and collects dust samples; Title 17 does not count the work as complete without it. Hire that person independently of the abatement crew.

Test kits and chip samples

Homeowners may collect their own paint chips, dust wipes and soil samples, or use kits, inside their own homes; CDPH sets no certification requirement for that. It can settle a private worry. A buyer, tenant or contractor who needs a certified report will not accept it.

What the lead report contains

Evaluation findings are delivered on Form 8552. Look in it for the hazard map, sampling points and methods, laboratory numbers, the building’s age and whether children live there. CDPH is sent its copy inside 30 days; keep yours with the deed and permit papers.

Testing when you buy, sell or rent

Two sets of paperwork matter at a sale. Buyers of pre-1978 houses get a ten-day federal window for an inspection or risk assessment, changeable or waivable only in writing, and CDPH says certified Inspector/Assessors must do the testing in California. Sellers, for their part, disclose known lead-based paint. Rentals that an inspector certifies lead-free are exempt from the federal disclosure.

What affects the cost

Cost follows scope: floor area and painted components for an inspection; added dust and soil sampling and lab fees for a risk assessment; a separate visit for clearance. Tenanted buildings add appointment juggling, and a rush shortens the plan.

Testing outdoor paint points toward exterior lead paint removal; testing sashes points toward lead paint window and door work; testing ahead of a remodel points toward lead-safe renovation and remodeling. Novato Lead Paint Removal is the entry to all of them.

Reason for the test first (purchase, sale, remodel, peeling trim, a small child), then where the property is and, if you know it, when it was built. Earlier lead reports are worth mentioning.
